- In a mixing bowl, combine flour, powdered sugar, and baking powder. Stir to combine.
- Add melted butter, ground pistachios, vanilla extract, and milk to the dry ingredients. Mix until a dough forms.
- On a lightly floured surface, roll out the dough to about 1 cm thick.
- Cut the dough into squares or rectangles and let them rest for about 30 minutes.
- Heat vegetable oil in a frying pan over medium-high heat. Ensure the oil is hot enough by testing with a small piece of dough; it should bubble and rise to the surface.
- Carefully drop the pastry squares into the oil and fry until golden brown, about 2-3 minutes on each side. Drain on a cooling rack.
- Once cooled slightly, sprinkle the fried pastries with lemon and orange zest, and garnish with chopped pistachios.
- Dust with powdered sugar before serving. Enjoy them warm or at room temperature!
